About Us:
The Government of the Republic of Uganda has received a loan from the International Fund for Agricultural Development (IFAD) to finance the District Livelihoods Support Programme (DLSP) and intends to apply some of the proceeds to recruit key staff to implement the project. The DLSP will cover the districts of Kyenjojo, Kamwenge, Bundibugyo, Masindi, Buliisa, Luwero, Nakaseke, Yumbe, Apac, Oyam, Busia, Bugiri and Mayuge, Uganda.
About DLSP: The main focus of the DLSP is to significantly improve the livelihoods of poor rural households. In particular, the programme is designed to:
  • Improve the productivity and incomes of rural households and make them more sustainable.
  • Empower and make rural communities self-reliant;
  • Rationally utilize and protect natural resources and;
  • Provide and improve rural infrastructure. 
Job Summary:  The Programme Engineer will be charged with the provision of  technical guidance in planning and implementation of the community infrastructure component under the district livelihoods Support Programme (DLSP).
Key Performance Areas:
  • Carry-out planning, implementation and monitor progress of the component of community infrastructure.
  • Review of cost estimates of schedules of all activities under the sub component of community infrastructure
  • Verify expenditure against physical progress of the component activities
  • Drawing terms of reference for the different service providers under the component.
  • Supervise, monitoring and evaluation of programme activities
  • Periodical reporting on programme activities

Qualifications, Skills & Experience:
  • Honours degree in Civil Engineering from a recognized University.
  • A post graduate qualification in road construction and maintenance and/or water engineering.
  • At least five years’ experience in the planning, construction and maintenance of rural roads, and or water facilities.
  • The candidate should also have experience in procurement of civil works.
  • Registration with Engineers registration board will be an added advantage.
  • Exposure in project management is essential
  • Familiarity with Government of Uganda Public sector reporting procedures
  • Proven Computer skills and good interpersonal communication skills. 
Key Duties and Responsibilities:
The Engineer will be responsible for effective implementation of Access Roads and Water Infrastructure Component. This will include designing, planning and supervision of the construction of Community Access Roads, feeder roads, sanitation and water infrastructure in the Programme districts.
  • Provide technical back-up and advice to District Works Departments throughout the participatory planning, budgeting and implementation phases of infrastructure investments-roads, water, sanitation and buildings.
  • Supervise and monitor the process of infrastructure development in the participating districts.
  • Ensure that District Engineering and Planning staff are familiar with the conditions and eligibility criteria for drawdown from the DLSP. Particular attention will be given to familiarizing staff with the successive stages of the participatory planning process to be followed for all DLSP sponsored investments.
  • Assist the programme in drafting Bills of Quantities (BoQs) and other engineering specifications under the DLSP.
  • Assist the districts in supervising contractors involved in the construction, installation and maintenance of rural infrastructure sponsored under the programme
  • Develop guidelines for the implementation of the component.
  • Any other duties assignments relating to the DLSP as may be assigned by the Permanent Secretary/Ministry of Local Government.
