WellShare International is an international U.S.-based non-governmental organization headquartered in Minneapolis, Minnesota whose mission is to improve the health of women, children and their communities around the world. WellShare is implementing the Scaling up HIV/AIDS Prevention Services project in Arua District through August 2015.
Job Summary: The Operations Officer will be responsible for the organization and coordination of all operational activities, including administrative, financial, procurement and logistical duties for the WellShare Arua Field Office.
Key Duties & Responsibilities:
  • Give a hand to the Program Manager in managing district financial activity, including generating field office monthly financial reports (funds request, expense tracking, budget vs. expense monitoring, cash counts) according to internal guidelines and deadlines;
  • Manages field office operating cash and makes cash and real-time payments, ensuring cash is handled appropriately and securely; generates check payments as applicable, and maintains records and accounts for funds handled.
  • Executes banking transactions as authorized; Supervises banking agent as applicable
  • Adheres to WellShare financial policies/procedures. Ensures that staff members understand and adhere to WellShare financial policies and procedures, through mentoring and training as needed. Transparent and accountable in all activities.
  • Manages and supervises Arua field office support staff (driver, cleaner, guards).
  • Acts as liaison for all procurement at the field office; including raising purchase requisitions, raising requests for quotations, conducting bids analysis and issuing purchase orders.
  • Supports Program Manager to ensure organizational and sub-partner compliance at district level with donor contracts and GOU laws and funds accountability and monitoring
  • Orients field office staff to operational policies and procedures.
  • Manages field office vehicle fleet, manages fixed assets, information and technology (IT) in field office, including protecting IT resources, etc
  • Organizes district logistics, including travel, vehicles, and trainings.
  • Maintains regular communications with line manager (Program Manager) and with Operations Manager and/or Country Director in Kampala via email, phone, and face-to-face meetings. 
Qualifications, Skills & Experience:
  • At least three (3) years experience executing operational, administrative and financial duties, preferably for an international non-governmental organization in Uganda.
  • The applicant should possess a Bachelor’s degree in Business Administration, Project Administration/Management, Accounting, or related field.
  • Comprehensive understanding and experience in the application of best practices to operational issues.
  • Experience budgeting and planning; applied knowledge of field-level accounting and budget monitoring. Knowledge of USG rules and regulations.
  • Demonstrated ability to produce high-quality written financial reports.
  • Experience with Quickbooks accounting software preferred.
  • Advanced computer skills, including the ability to type quickly and to use Microsoft Office products (Excel essential), email, and internet.
  • Demonstrated leadership and/or supervisory experience.
  • Ability to prioritize and handle multiple tasks simultaneously.
  • Strong commitment to improve the health of the community.
  • Fluency in English (written & spoken); proficiency in local language, preferably Lugbara.
