Job
Summary:
The Operations
Manager will support the director in managing, supervising and coordinating all
operational, administrative and logistics-related activities for NU-HITES
Project.’ This includes but not limited to providing oversight of project
procurements and compliance including overseeing office operations. The
incumbent will also be responsible for providing guidance to project staff on
administration and procurement compliance issues, addressing administrative
challenges and day-to-day decision making to ensure efficient and effective
project implementation. The position ensures that Plan International and
USAID’s administration and procurement policies and procedures are correctly
interpreted, understood and implemented by the staff. The position contributes
to all major administration and procurement decisions and strategic plans.
Key
Duties & Responsibilities:
  • Oversee
    project operations on administrative and procurement compliance and
    performance issues Develop tracking tools as indicated by the needs of the
    project to support decision making, reporting, management reviews in
    administration and procurement to agreed levels. Advise and collaborate
    with respective teams in financial forecasting, budgeting and managing of
    office operational costs.
  • Review
    project office operating procedures, draft revisions and process
    improvements and new standard operating procedures in line with Plan
    Uganda standards.
  • Track
    contractual requirements and ensure value for money from service providers
    and contractors.
  • Develop
    annual budget for operations support and ensure that budgets accurately reflect
    required operational tasks.
  • Participate
    in development of the budget for technical activities and work with
    respective teams to ensure appropriate resource planning and allocations.
  • Work
    in collaboration with Plan Uganda relevant heads of department at the
    Country Office to ensure good administrative and operational management of
    project activities.
  • Review
    and sign off on requests, purchase orders, quotations, and expenditures in
    line with delegated authority.
  • Ensure
    timesheets for supervised staff are submitted with the relevant accuracy
    and completeness.
     
Qualifications,
Skills & Experience:
  • At
    least four years of management experience; Degree level qualification in a
    relevant field, such as Business Administration, Finance, Operations and
    International Development/NGO Management.
  • Demonstrable
    knowledge of USAID Rules and Regulations, USAID Project Management,
    Procurement, Human Resources and General Operations and Administrative
    Management;
  • Experience
    of financial management including budget preparation, forecasting and
    monitoring;
