About Broederlijk Delen:Broederlijk Delen is working in the Rwenzori Region in Western Uganda since more than 10 years, and has currently a formal partnership with 6 organizations. All partners aim to contribute to the improvement of the living standard of the population, mainly by supporting the agriculture production, value addition and marketing through the whole value chain. The region is characterized by a high population density, ethnic diversity and a long experience of a dynamic civil society.
Job Summary: The Monitoring and Evaluation Expert will guide the organisations in establishing and improving a result-based monitoring and evaluation (M&E) system at organisation and program level. He/she will have an advisory and capacity building role, as the partner organizations are the process’ owners. Throughout the year she/he will work in depth with one or two organisations and do regular coaching at the program level of the Rwenzori Regional Framework.
Duties & Responsibilities
·         He/she guides the process for identifying the key performance questions and parameters for
·         monitoring project performance and comparing it to targets; designs the format for such performance reports; develops a plan for project-related capacity-building on M&E, and for any Management Information Systems (MIS)/computer-based support that may be required; and organizes and undertakes training with stakeholders, including primary grantees, in M&E skills and participatory aspects
·         M&E framework should be developed in a participatory manner, and lead to a light-weight and user-friendly system that allows tracking the evolution of a limited number of key indicators that have been identified by the relevant stakeholders.
·         Data collection and analysis for monitoring purposes are to be fully integrated in the day-to-day work flow of the organization and have active involvement of the beneficiaries, who can collect their own data.
·         Assist smaller organizations in Rwenzori region with the development or improvement of their result based M&E systems – provide training and mentoring.
·         Collaborate closely with M&E officer in Lango region and develop with the other BD team members the M&E framework for the upcoming new BD program in Uganda.
Qualifications, Skills & Experience
The candidate:
·         Has a university degree in social sciences, economics, statistics or related field.
·         Has proven work experience with the design and implementation of RBM and M&E systems, preferably within an NGO setting.
·         Has strong analytical skills.
·         Has good teaching skills and is able to work with people with a low level of formal education.
·         Has enough creativity and sense of initiative to work with limited means and strongly believes in sustainable development.
·         Has a minimum of two years of relevant working experience.
·         Speaks and writes English fluently.

·         Can identify him or herself with Broederlijk Delen’s vision and mission and is willing to perform small assignments on behalf of the organisation whilst posted abroad.
