WellShare is implementing the Scaling up HIV/AIDS Prevention Services project in Arua District through August 2015.
Job Summary: The HIV/AIDS Program Manager will supervise all WellShare programmatic, administrative, and financial operations in Arua District. Oversees a team of programmatic and operations staff to ensure successful program implementation with appropriate inputs and outputs, and to reach intermediary and end-of-project goals as described in approved project technical applications and work plans; ultimately responsible for district-level project success in reaching goals within set timelines. Responsible for developing and maintaining linkages with district stakeholders including District Health Team, District Local Government, community members, and NGO/CBO and institutional partners.
Key Duties & Responsibilities:
  • Oversees all programmatic, administrative, and financial operations at WellShare Uganda’s field office in Arua District and manages the “Scaling up HIV/AIDS Prevention Services in Arua District Under the Civil Society Fund” project.
  • Supervises Senior M&E officer, HIV/AIDS Program Officer, Operations Officer and international interns/volunteers.
  • Maintains financial responsibility for WellShare operations in Arua District, including
  • Monitoring project expenses against project budgets;
  • Ensuring that funds requests and accountabilities are maintained according to organizational policies/procedures;
  • Managing regional partner sub-grants; partner coordination liaising with the district
  • Acts as the technical and managerial lead of the project, provides technical support and input to assure implementation of high quality M&E, BCC, Training, community mobilization, referral and coordination activities.
  • Supports program staff, technical staff, and interns/volunteers in implementation of program
  • Coordinates with the District HIV/AIDS Committee (DHAC) and other equivalent project committees in existence or formed.
  • Oversees project M&E efforts to accurately assess progress, to incorporate lessons learned effectively into programming, and to adjust and improve strategies as needed to reach and surpass project targets; supports district staff to execute high-quality M&E activities; maintains project and regional M&E data, works with senior management to meet donor M&E requirements and expectations.
  • Leads the development of annual project workplans in country, including coordinating partner and stakeholder input; develops district-level workplans to guide on-the-ground implementation; monitors workplan progress to assure timely completion of activities and that project reach targets.
  • Responsible for drafting high quality programmatic, administrative and financial reports at the program level; submits project reports to senior management according to internal and external guidelines and deadlines; manages partner and sub-grantee reporting.
  • Liaises with the donor representatives and technical staff in-district and at national level (Kampala) as needed.
Qualifications, Skills & Experience:
  • At least four (4) years of experience coordinating HIV/AIDS prevention and care, behavior change communication and/or reproductive health projects, preferably in West Nile Region.
  • A Masters degree in Public Health, Social/Community Development, or related field.
  • Strong technical knowledge/experience in HIV/AIDS prevention and care and FP/RH; experience working with Most At Risk Populations (MARPS) preferred.
  • Background in training, institutional capacity building, partnering, and support to CBOs.
  • Comprehensive understanding and experience in the application of best practices to community-based health programs, preferably as related to community mobilization, sensitization, behavior change communication and local partner capacity-building.
  • Experience coordinating USAID and/or Civil Society Fund-funded projects at community level
  • Demonstrated ability to produce high-quality written documents, including reports to line managers, senior management, donors, partners, and project stakeholders.
  • Experience budgeting and planning; applied knowledge of field-level accounting and budget monitoring.
  • Experience coordinating programs with rigorous M&E requirements; ability to develop field-level M&E plans; understanding of key M&E concepts, tools, and best practices.
  • Advanced computer skills, including the ability to type quickly and to use Microsoft Office products, email, and internet.
  • Experience supervising diverse teams of 5 or more people.
  • Demonstrated leadership skills; ability to motivate others and create a team environment.
  • Strong organizational skills and demonstrated ability to meet deadlines, and accomplish objectives with limited onsite supervision.
  • Fluency in English (written and spoken); proficiency in Lugbara preferred.
