Uganda’s child protection policy The GOAL Uganda country project focuses on two
of GOAL’S three strategic sectors, namely; Health (including WASH, HIV and
Health Accountability Programming) and livelihoods. GOAL Uganda plans to
implement (through direct collaboration with other INGOs) an Emergency WASH
programme in the South Western Districts of Kisoro and Kamwenge in response to
the influx of Congolese refugees. This is a short term emergency protect
focusing on sanitation and hygiene promotion in Rwamwanja settlement in Kamwenge.
Job Summary: The WASH
Engineer will be responsible for supervising all WASH infrastructure related
works of the project to ensure that the construction work allocated follows
common and agreed standards and report any deviances of acceptable quality to
the supervisor. The position holder will work closely with the existing
structures of GOAL’S partner organizations in implementing the project
activities including building the capacity of the community (local users) to
efficiently operation and maintain the facilities for improved sanitation and
hygiene
Qualifications, Skills &
Experience:
  • A suitable
    qualification or substantial experience in WASH Engineering or related
    subject
  • Extensive practical
    experience managing water supply, sanitation and hygiene promotion,
    especially in emergency relief programmes
  • Demonstrated
    experience in design of water and sanitation facilities and construction
    management/supervision
  • Proven ability to
    effectively supervise and manage on site contractors and contractor’s staff
  • Strong problem solving
    skills and experience of proactively identifying and addressing issues
  • An ability to
    represent GOAL to a broad range of people including the local population,
    other organisations, and government officials Good leadership skills with
    a supportive, consultative management style.
  • Excellent team worker
    with experience of establishing strong working relationships with
    colleagues from different functions and cultures Good training/capacity
    building skills.
  • Strong organizational
    skills with experience managing and prioritizing a high workload and
    multiple tasks in a fast paced environment with tight deadlines
  • Strong communication
    skills, with excellent written and spoken English.
  • Confident and
    proficient in the use of MS Office and engineering software like AutoCAD
  • An ability to live and
    work in a stressful environment with some degree of remote (housing will
    vary depending on the situation, but expect basic, communal accommodation)
  • Experience of managing
    budgets and of logistics.
  • Knowledge of South
    western Uganda.
  • Good understanding and
    ability to schedule works and lo implement schedules with practical
    construction skills.
  • An understanding of
    and commitment to GOAL’S mission and values.
  • Experience in working
    in rural areas, including infrastructure and construction.
  • Knowledge, skills and
    experience in participatory methods for hygiene promotion e.g. PHAST,
    CHAST.
