About
NBD:
The Nile riparian countries
have long recognized that cooperative management and development hold the
greatest prospects of bringing mutual benefits to the region. In 1999, the
Council of the Ministers of Water Affairs from the Nile Basin Countries jointly
established the Nile Basin Initiative (NBI) as an intergovernmental mechanism
for cooperation. NBI’s long-term Shared Vision is “to achieve sustainable
socioeconomic development through the equitable utilization of, and benefit
from, the common Nile Basin water resources.”
Job
Summary:
The job holder will
be responsible for the successful leadership, management and implementation of
the Secretariat and its activities, including day-to-day decision making,
technical oversight, financial and technical reporting, coordination of project
partners, line management of support staff, continuous resource mobilization
and liaison with stakeholders and beneficiaries.
Key
Duties & Responsibilities:
  • Lead
    the development and implementation of NBD strategy and workplan
  • Manage
    the implementation of NBD Secretariat activities, including project
    planning, technical oversight, financial and technical reporting,
    monitoring and evaluation, reporting, and coordination of project
    partners.
  • Supervise
    all functions and tasks of the Secretariat.
  • Manage
    and support the Secretariat team, including staff development, performance
    management, and teamwork.
  • Develop
    and nurture relationships with key NBD partners and other stakeholders.
  • Serve
    as spokesperson for the NBD network as required
  • Liaise
    and manage relations with NBD Board members
  • Provide
    leadership and coordination to National Discourse Forum offices for active
    engagement of NBD network
  • Resource
    mobilization, including grant proposal development, liaising with
    development partners and cultivating additional partners
  • Develop
    briefings, trip reports, meeting materials as needed
Qualifications,
Skills & Experience:
  • Advanced
    degree (PhD or Masters) in economics, public policy, urban planning,
    disaster risk management, environmental science, or similar relevant
    discipline.
  • A
    sustained record of achieving high quality, substantive results in a
    relevant development sector over an extended period (at least 8 years).
  • Technical
    and policy literacy in water resource and/or environmental management
  • Experience
    in public policy, political and/or campaign, consulting, with a civil
    society engagement focus preferred;
  • Demonstrated
    management experience overseeing and managing teams;
  • Demonstrated
    experience managing and providing professional development guidance for
    staff;
  • Excellent
    command of English; superior oral and written communication skills;
  • Superior
    analytical capabilities;
  • Strong
    interpersonal skills with a demonstrated ability to take ownership of
    problems and use good judgment in decision-making;
  • Strong
    facilitation, participatory analysis and planning, and meeting management
    skills.
  • Experience
    in managing grant funded projects and in resource mobilization;
  • Outstanding
    organizational and project management skills with an ability to develop
    project
  • plans
    from concepts and execute to conclusion;
  • Ability
    to successfully multi-task and deliver in a timely manner, with
    outstanding attention to detail and sense of urgency;
  • Computer
    proficiency – Word, Excel, PowerPoint;
  • Willingness
    to travel domestically and internationally, with prior international
    travel experience required;
  • Ability
    to manage confidential information and situations with efficiency,
    flexibility and diplomacy;
  • Intellectual
    curiosity and a passion for impact-driven philanthropy.
  • A
    flexible, ‘go getting’ and pro-active approach to work, and commitment to
    team work.
  • Willing
    to be based in Uganda, travel outside duty station to accomplish work
    requirements and work in difficult conditions and outside usual office
    hours on a regular basis.
  • Ability
    to develop and maintain reporting and project management systems
  • Fluency
    in French, Arabic and / or Swahili.
  • A
    proven track record in managing staff, budgets and complex
    multi-stakeholder projects.
  • Experience
    of working in Uganda, and/or on research and advocacy initiatives.
  • Knowledge
    of Climate Change Adaptation and/or resilience building approaches
  • Experience
    of managing World Bank grant funded projects.
