. ACT Uganda Forum The ACT Uganda forum has been operational for several years
with Uganda Joint Christian Council (UJCC), Church of Uganda-Planning
Development and Rehabilitation (COU POR), Lutheran World Federation (LWF),
Lutheran World Relief (LWR). Dan Church Aid (DCA), ICCO/Kert-in-Aktie,
Christian Reformed World Relief Committee (CRWRC) and Diakonia Sweden as active
members The main objective of ACT Uganda Forum is to increase the efficiency,
effectiveness, visibility and impact of the ecumenical humanitarian emergency
and development response to persons and communities, through improved Joint
preparedness, implementation and coordination by ACT Alliance members, at
community, national and regional levels, and through gender-sensitive and
rights based approaches.

Job
Summary:
The Advocacy
Officer will have a major responsibility of supporting the Forum in the medium
to long-term engagement in advocacy for improved preparedness and effective
implementation of disaster risk reduction strategies in the legion through
enhancing the capacity of the ACT Uganda Forum and its individual members in
playing an active role in lobbying and advocacy, promote sustainable solutions,
influence policies and promote their implementation in view of educating
communities’ vulnerability to natural disasters.

Performance Areas:
  • An
    agreed upon advocacy strategy by and of 2013.
  • Advocacy
    engagement results in improved disaster preparedness at local authorities,
    communities and civil society.
  • Enhanced
    common capacity to advocate and lobby for agreed upon issues.
  • Improved
    visibility profile of the ACT Alliance in Uganda.
Key
Duties & Responsibilities:
  • The
    design and implementation of an advocacy strategy for the ACT Uganda forum
    members, rooted in what the respective ACT members and their partners are
    already engaged with. It is expected that the focus of the advocacy
    strategy will be on Disaster Risk Reduction and Preparedness in Uganda.
  • Publication
    of advocacy materials and their distributions, presentations, etc.
  • Working
    at policy level, both at Uganda and regional levels (EAC but also the AU
    level, with for example the implications of the “Africa Framework for
    Disaster Reduction”).
  • Networking
    and participating in key fora such as the monthly National Disaster Risk
    Reduction Platform meetings, OPM, UNISDR (both in Uganda and in Kenya),
    coordination with relevant DDMCs,
  • Provide
    technical advice on lobbying and advocacy to the DRR Platform for Teso
    (P4T)
  • Support
    to individual members. In building members’ capacity in lobbying and
    advocacy strategies (through e.g. training and advice) More specific
    support to one member can be discussed with the forum and agreed upon
  • Spear
    head adhoc advocacy initiatives as per decisions by the ACT forum.
Qualifications,
Skills & Experience:
  • Master
    degree in Social Science or any related field
  • At
    least 5 years of experience in humanitarian response and disaster risk
    reduction
  • Experience
    in advocacy cycle management
  • Feel
    for policy work and ability to communicate affectively with stakeholders
    at different levels
  • Good
    networking and public relations skills
  • Must
    subscribe to the ACT Alliance core values.
