Job Summary: Job holder coordinates funding, report compliance and administrative recordkeeping with the implementing partners to ensure HIV/AIDS epidemiologic studies, operational research and targeted evaluation projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized.

Key Duties and Responsibilities:
  • The job requires public health technical knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and host country ministries responsible for public health care and treatment programs.
  • In addition, incumbent is responsible for linkage with PMTCT, ART, TB and other Care and Support Public Health Specialists as well as prevention components of projects. Incumbent reports to the Implementation Science Team Lead
Qualifications & Experience:
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education required: Completion of a master’s degree in epidemiology, public health, medicine, behavioral or social science, statistics, health science is required.
Work Experience required:  Three years of mid- to senior-level public health experience in the management and development of epidemiological surveillance and/or large scale surveys of HIV/AIDS prevention, treatment, or care programs are required.
Language required:  Level IV English ability (fluent written, spoken and reading). Knowledge required:  Job holder is required to have detailed knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data in order to plan, design, conduct and strengthen procedures for collection, analysis and dissemination of HIV/AIDS epidemiological data. This includes knowledge of the principles, theories and practices of USG and internationally recognized standards and regulations for HIV care and treatment and survey procedures. Good working knowledge of Uganda’s health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations.
Skills and Abilities required: 
  • Strong analytical skills to readily understand and discuss new care and treatment program design and implementation approaches are required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
  • Excellent oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare substantive and analytical reporting.
  • Excellent overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, or SPSS) is required.
  • Excellent numerical skills for manipulating and reporting statistical data is required.
