Health (MSH) is an international non-profit, public health organisation with
headquarters in USA, whose purpose is to strengthen health programs worldwide.
MSH Uganda is currently running a number of USAID and other donor funded
projects including SURE, both in Kampala and other parts of the country.

SURE (Securing Ugandans’
Right to Essential Medicines) will ensure that the population of Uganda has
access to adequate quantities of good quality essential medicines and health
supplies (EMHS) by strengthening the national essential medicines and health
commodities supply system.

Job
Summary:  
The Senior Technical Officer, TB SPARS
will support the National TB and Leprosy Program (NTLP) to conduct performance
based supervision among all TB accredited health facilities in the country.
S/he will work with zonal and district TB and Leprosy Supervisors (ZTLS/DTLS)
to ensure that supervisions are scheduled, health facility staff are mentored,
performance assessment is done based on agreed indicators.

The Senior Technical
Officer, TB SPARS will ensure that TB accredited health facilities submit
quality orders to the respective warehouse in a timely manner.

In collaboration with
Z/DTLS s/he will ensure that all supervision data is captured, analysed and fed
into a quarterly TB SPARS report to the district and NTLP.

Key
Duties & Responsibilities:

  • Under
    the guidance of the technical advisor, spear head the development of TB
    performance assessment tool based on agreed upon indicators
  • Develop
    TB SPARS implementation plans, timelines and budgets for all activities.
  • Together
    with the Capacity Building Advisor, ensure that all Zonal TB Leprosy
    Supervisors (ZTLS) are trained in supervision and performance assessment,
    with clearly defined roles.
  • Coordinate
    all ZTLS to ensure that all district TB and leprosy focal persons are
    trained in supervision performance assessment and are well versed with all
    indicators.
  • Follow
    up and ensure that all ZTLS and DTLS in selected districts have quarterly
    supervision work plans that are adhered to and that supervisions are
    conducted as scheduled, in a bid to ensure that health facilities adopt
    positive practices in all aspects of TB management.
  • Ensure
    that all TB SPARS data is entered into an agreed system, analysed and
    quarterly reports shared with the district and NTLP.
  • Work
    with the TB Senior Data Management Specialist to provide targeted
    supervision to facilities that submit orders with errors.
  • In
    collaboration with the Technical Advisor and Senior Data Management
    Specialist, prepare regular supply chain situational analysis reports and
    briefs to MoH and stakeholders for commodities for TB medicines
  • Provide
    facility data that is relevant for the quantification procurement and
    planning unit.
  • Together
    with the senior project associate, work with implementing partners to
    coordinate capacity building at facility level for better TB management.
  • Participate
    in surveys and data collection as required by the SURE program
  • Work
    with the finance team to ensure that all supplies required for
    implementation of TB SPARS are availed in a timely manner.
  • Prepare
    periodical reports as may be required
  • Perform
    any other duties that may be assigned by the Technical Advisor

Qualifications,
Skills & Experience:

  • Professional
    degree in a health area including pharmacy, medicine, or public health
  • Working
    knowledge in designing assessment tools and conducting surveys
  • Work
    experience in pharmaceutical supply management and performance based
    assessment.
  • At
    least 4 years experience working in Uganda with knowledge and
    comprehensive understanding of the Uganda public health system and TB
    program operations
  • Experience
    with medicines logistics/inventory management information systems is an
    advantage
  • Ability
    to collaborate with stakeholders in developing creative and strategic
    solutions to achieve common goals.
  • Willingness
    to be flexible and adapt to changing priorities and shifting deadlines
  • Demonstrated
    strong organizational, administrative and communication skills.
  • Strong
    teamwork and team-building skills
  • Demonstrated
    computer skills and analytical packages
  • Ability
    and willingness to travel throughout Uganda.
