Job Summary: The Program component specialist- Business Development will be the technical specialist of the component and contribute to component planning i.e. periodic review/analysis of the component for relevance and adaptation to context, initiating innovations, contribute to the development and operationalisation of program tools, strategies, models and plans to enable the programme realize change among its impact group.
Key Duties & Responsibilities:
1.      Take lead in strengthening the capacity of implementing partners, more specifically in empowering of women for improved and sustained economic livelihood in Northern Uganda
·         Provide technical advice to partner staff on the strategies to increase production and productivity at household level through the promotion on off-farm IGAs
·         Participate in identification of impact group methodologies and ensure that appropriate enterprises are selected for the impact group
·         Take lead in linking impact group members to viable markets which provide improved incomes to the members
·         Identifies CARE and partner staff capacity gaps in the area of economic development and develops capacity building plans to address the gaps  
·         Develops and adapts training materials, designs and implements training programs on economic development  for the component  staff and partners
·         Participates in the selection of and support to external, temporary technical assistance (consultants, interns) on economic development issues, as required
·         Build capacity of the implementing partners, more specifically in the promotion of non agricultural IGAs and marketing and other economic development services in the program that will contribute to the overall program goal.
·         Develop new tools and methodologies/ approaches/products and/or adjust existing ones so as to promote the development of the economic empowerment component within the program
·         Take lead in the process of ensuring that the business development activities of the programme are implemented in an acceptable manner and are directed to addressing women’s capacity gaps to earn a living and sustain their livelihood.
·         Provide training to all in-country staff and induct new staff on Care computer systems · The PCS will take lead in ensuring that skills training and learning; mobilisation and sensitisation/awareness raising; advocacy campaigns and rights awareness. S/he will work with the Grants Coordinator to provide technical support to implementing partners in the areas of governance & strategy, operational management, human resources development, service delivery, especially in the area of economic empowerment
·         Ensure sound coordination with other program components in designing strategies and implementing them as per the program design and agreed work plans
2.      Lead the Planning, Implementation, Monitoring and Evaluation of the economic empowerment component in collaboration with partners, to achieve program objectives.
·         Lead the Planning, Implementation, Monitoring and Evaluation of the Livelihoods component (, creation of market linkages, input lending, access to financial services by the impact group members and other strategies) in collaboration with partners, to achieve program objectives.
·         Together with DM&E and PQ&L colleagues, ensures lessons learnt in the NUWEP program in the area of livelihoods get documented, disseminated within and outside CARE and that generated knowledge gets re-injected into program TOC and strategy as a way to continuously improve program quality and impact
·         Actively participates in the identification, selection and operationalization (collection, analysis and use) of relevant economic development impact indicators for Livelihoods sector of the  program  
·         Works with Domain of Change Manager, DM&E unit and PQ&L unit on overall impact measurement and learning ensuring the generated knowledge is used to support policy advocacy efforts at different levels
·         Participates in different CARE internal and external working groups and contributes towards CARE’s policy development on economic development
·         Support the development of program implementation plans in accordance with approved program budget, and timeframe, taking full account of local conditions, and resources this will be done in collaboration with the Domain of Change Manager, other Program Component Specialist and partners
·         Prepare program implementation reports (PIRs); (quarterly and annual activity reports) as required by CARE- Uganda, donors, or the Government of Uganda
·         Monitor partner activities and impact at the program participants level and ensure quality of technical support given to partners and program participants are consistent in approach
·         Establish and maintain a monitoring and evaluation system for the economic empowerment component – the PCS in collaboration with the Domain of Change Manager is responsible for the setting up of an M&E system for the component that links to the program M&E system
·         Ensure that economic empowerment is an integral part of emergency preparedness and response in the sub-office operations and at partner organization level
·         The Program Component Specialist will also provide technical support in economic empowerment programming in any emergency response and recovery activities of CARE.
·         Make regular field visits to program sites to provide motivation, technical assistance and coaching, monitor application of economic empowerment programming
3.      Manage relationships and represent CARE with partners and other stake holders in pursuit of the program objectives.
·         Provide regular, verbal and written updates to Domain of Change Manager on progress, priorities and constraints faced by partners in program implementation.
·         Establish and maintain cordial and professional relations with other Program Component Specialist, local partners, CBOs and collaborators, including district officials.
·         Collaborate in the implementation of the Peace and Recovery, Development Plan (PRDP), particularly in the economic empowerment strategic direction and ensure that the component is consistent with the PRDP implementation.
·         Provides linkage support to networks with other organizations working on economic development in Northern Uganda
·         Represent CARE and the program in various fora as may be require.
4.      Manage and supervise program staff so as to motivate and build team spirit and maximize their potential contribution to Program, and CO goals and Strategic Directions.
·         Implement the CARE performance management system with all direct supervisees, and ensure that the system is also implemented for all other project staff
·         Recruit staff as required, and ensure that personnel files are up to date
·         Build and develop a coherent and strong program team emphasizing team efforts and the contribution of the individual
·         Provide technical advice and development opportunities to program staff and facilitate staff performance in line with CARE policies
Qualifications, Skills & Experience:
·         At least a Masters degree in Business Administration, or a related field 
·         A minimum of 5 years experience in economic empowerment programming or relevant field is required
·         Proven Leadership and strategic planning capacities
·         Proven experience in capacity building and institutional development
·         Multiple skills including computer literacy, M&E, advocacy
·         Human resource management, report writing, participatory planning/training techniques, presentation skills an added advantage
·         Ability to drive a 4×4 vehicle on and off road is an added advantage; among many others
