About
Mercy Corps Project:
The Karamoja Cluster
Program Director (KCPD) will play a key leadership role in the implementation
of a proposed five-year $35 million program to mitigate conflict and support
peace in select Intergovernmental Authority on Development (IGAD) member
states. This USAID-funded program will build and strengthen local-level
cross-border conflict management mechanisms in the Horn of Africa – Kenya,
Somalia, Ethiopia, South Sudan and Uganda. The program will support conflict
management mechanisms that incorporate local civil society groups and local
governments, mentor local non-governmental organizations to be able to address
community-level conflict management, and provide technical assistance to the
regional conflict early warning and response mechanism.
Job
Summary:
The KCPD will
lead all program implementation for Peace III initiatives in the Karamoja
Cluster of Uganda, Kenya, South Sudan, and Ethiopia, while managing staff and
resources to ensure that the program meets its targets and deliverables on-time
and within budget.  The KCPD will supervise key program staff and ensure
accountability to Mercy Corps policies and donor rules and regulations. S/he
will be the primary program representative in the Karamoja Cluster with relevant
government entities, partners, other implementers and external stakeholders.
Key
Duties & Responsibilities:
1. Program Management
  • ·        
    Provide
    leadership and strategic vision as a key member of the Senior Management Team
    in close coordination with the Chief of Party, based in Nairobi.
  • ·        
    Provide
    technical guidance to key activities.
  • ·        
    Ensure
    that program implementation is responsive to communities and partners, and
    aligned with Mercy Corps’ principles, values and strategic plan.
  • ·        
    Monitor
    adherence to sub-grant agreement, Mercy Corps policies and procedures and
    relevant external rules and regulations.
  • ·        
    Oversee
    performance of sub-grantees.
  • ·        
    Conduct
    frequent field visits to all project sites.

2. Coordination and
Representation:
  • ·        
    Represent
    the Program at government, donor, NGO and other relevant events in the field,
    in close coordination with the Chief of Party and DCoP. 
  • ·        
    Coordinate
    activities with the consortium lead, subgrantees, local government and other
    implementers, as well as with other Mercy Corps programs.

 3. Team Management
  • ·        
    In close
    partnership with the COP and DCoP, create a work atmosphere conducive to
    professional growth and development of excellent personnel at all levels.
  • ·        
    Implement,
    and ensure all team members are effectively using, the performance planning and
    management system, establishing performance expectations and regularly
    providing constructive feedback.
  • ·        
    Promote
    accountability by conducting staff annual performance reviews with direct
    supervisees, and ensuring that supervisory staff do the same.  

4. Program Management
  • ·        
    Collaborate
    with program, finance and administrative staff.
  • ·        
    Ensure
    program implementation is on time, target and budget, using effective M&E
    systems to reach desired impacts.
  • ·        
    Create
    and maintain systems ensuring effective and transparent use of financial
    resources for timely and informative reporting in line with donor and Mercy
    Corps policies and procedures.
  • ·        
    Implement
    and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy
    Corps’ best practices.
  • ·        
    Coordinate
    with program and finance and administration staff to ensure operational systems
    are in place to support field activities including logistics, procurement,
    security, administration and human resources.
  • ·        
    Propose
    design of new local policies as needed and in accordance with donor and Mercy
    Corps regulations.

 5. Security: 
  • ·        
    Work
    closely with the regional and country-level security focal points to develop
    and maintain systems that ensure the safety and security of the team in all
    aspects of its work. 
  • ·        
    Ensure
    that programs are designed and implemented with a clear analysis and
    understanding of security management priorities.

6. Organizational Learning: 
  • ·        
    As
    part of our commitment to organizational learning and in support of our
    understanding that learning organizations are more effective, efficient and
    relevant to the communities they serve – we expect all team members to commit
    5% of their time to learning activities that benefit Mercy Corps as well as
    themselves.

Qualifications,
Skills and Experience:

  • ·        
    BA/S
    required; advanced degree in peace-building and conflict management, social
    sciences, international development, political science, or other related field
    preferred.
  • ·        
    Minimum
    five (5) years of relevant professional experience managing and implementing
    complex peace-building and conflict management projects, preferably with USAID
  • ·        
    Preference
    given to candidates with experience in Karamoja cluster (Uganda, Kenya, South
    Sudan, and Ethiopia)
  • ·        
    Demonstrated
    ability to effectively manage staff working in multiple locations affected by
    conflict
  • ·        
    Demonstrated
    ability to work effectively with communities, civil society, local government
    representatives and other stakeholders
  • ·        
    Demonstrated
    ability to communicate effectively in English, both verbally and in writing
  • ·        
    Demonstrated
    flexibility and creativity in planning and problem solving.
  • ·        
    Proven
    ability to learn quickly, lead a program to achieve stated results and
    objectives.
  • ·        
    The
    successful candidate will have excellent verbal and written communication
    skills and M&E skills.
  • ·        
    S/he
    will be able to establish good inter-personal relationships and network, and
    have already established relationships with and/or substantive knowledge of key
    players in East Africa.

Living
Conditions/Environmental Conditions:
The
Karamoja Cluster Director position will be based in Kampala, Uganda with
approximately 35-40% travel to all additional countries within the cluster
(Kenya, South Sudan, and Ethiopia). Travel may be to insecure locations with
limited access to basic amenities.
Kampala is an accompanied
location suitable for spouse/partner and/or dependents. Housing is in
individual accommodation with freedom of movement beyond the house/office. There
are three main international schools as well as regular access to services –
medical, electricity, water, etc.
