About NSSF:
National Social Security Fund (NSSF) is positioning its self to be the Social Security Provider of Choice in Uganda and now seeks to recruit a person with proven competencies, skills and innovativeness to head the Human Resource Department. The pension sector is going through major regulatory changes which will lead to a significant impact on employees working with pension funds. The Head of HR at NSSF therefore has a big role to play during the transition period.
Job Purpose: As a key member of the Management Team, the job holder will be responsible for leading and managing the Human Resource Function of the Fund from both an operational and strategic perspective.
Key Duties & Responsibilities:
·         Responsible for senior level decision making and strategic direction of the Fund. This will include developing HR strategy and workforce planning.
·         Develop, review and implement HR approved policies and procedures in line with HR best practices.
·         Advise staff on correct interpretation and application, ensuring clear understanding for purposes of compliance.
·         Develop, and manage the HR annual budget while ensuring accountability and cost management.
·         Preparation of HR reports to Management and board.
·         Strategizing organizational learning and development in an effective and timely manner. This will include change management and implementation.
·         Developing and managing Fund recruitment, selection and retention strategies to ensure we attract and retain the best talent.
·         Oversee the development and implementation of the training and development strategy.
·         Develop and implement an effective performance management system that supports and promotes a high performance culture within the Fund.
·         Develop initiatives that will ensure a conducive environment for staff motivation and high productivity.
·         Oversee the management and facilitation of the disciplinary and grievance handling process.
·         Develop and monitor HR related Service Level Agreements with heads of department to ensure efficiency, value for money and timely delivery against set targets.
·         Play a leading role on negotiations, and harmonizing relations between staff, union and union representatives to ensure good industrial relations.
·         Manage and supervise the HR Team to ensure effective and timely implementation of HR strategies.
Qualifications, Skills and Experience:
·         A Bachelor’s degree in Human Resource Management, Social Sciences or any other related field.
·         Masters degree in Human Resource Management or a relevant field. A post graduate diploma or a professional qualification in Human Resource Management is an added advantage.
·         Membership of a professional Human Resource Management Institution.
·         Minimum of ten years work experience with five years of HR experience at senior management level in a large organization.
