About
RTI:

RTI INTERNATIONAL (RTI) is
implementing the United States Agency for International Development
(USAID)-funded Uganda Governance, Accountability, Participation and Performance
(GAPP) Program. The goal of this five-year program is to increase
participation, accountability and local governance for effective service
delivery. To achieve this goal, the GAPP Program will focus on three
components:

(1) Support and strengthen
national level government accountability institutions in their interaction with
local governments;

(2) Strengthen local
government revenue, procurement, financial and planning systems; and

(3) Strengthen civil
society organizations (CSOs) and other non-state actors (NSAs) to improve voice
and accountability. The GAPP Program will work at the national level and in at
least 24 districts in northern Uganda, the Albertine region of Bunyoro, and
central Uganda.
RTI is an independent, nonprofit institute dedicated to improving the human
condition. With a staff of more than 2,800 people, RTI offers a full spectrum
of innovative and multidisciplinary research, development and technical
services worldwide. As the prime contractor for the GAPP Program, RTI is
currently seeking candidates for the following job position.

Job
Summary:
The following
position will be based in the GAPP Program headquarters office in Kampala and
will require travel to partner local governments in the regions mentioned
above, to varied degrees:

  • Communications
    Specialist will manage internal and external project communications;
  • Develop
    and manage the implementation of a project communication strategy;
  • Play
    a lead role in writing and editing contract deliverables (e.g., quarterly
    and annual reports, success stories) and other project learning and
    dissemination materials (e.g., best practices, lessons learned and the
    project newsletter);
  • Oversee
    the implementation of the project’s “Promoting Innovations” approach and
    USAID Marking and Branding Plan;
  • Handle
    media relations; and manage website content.

Key
Duties & Responsibilities:

  • A
    master’s degree in a related field plus a minimum of six years of relevant
    experience (strongly preferred), or a bachelor’s degree in a related field
    plus a minimum of ten years of experience;
  • Previous
    program/project communications experience, preferably on a USAID/USG or
    other donor-funded project in Uganda; and excellent oral and written
    communication skills

How
