Job Title: Programme Officer, Access to Justice
Reports to: Rights, Justice and Peace Component Manager (CM)

About Organisation: A number of International Development Partners have established the Democratic Governance Facility (DGF) which provides harmonized and coordinated support to state and non-state partners in Uganda within the following three components: Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.
Job Summary: The Programme Officer (PO) will be responsible for the “Access to Justice” Sub-component of the DGF. The PO will provide avenues for poor women and men to access justice through legal aid, alternative dispute resolution, advocacy, local council courts, etc. In particular, the PO will manage the DGF-support for a well coordinated legal aid program (LEAP) expanding coverage while ensuring improved quality of the legal services provided.
Key Duties & Responsibilities:
  • Provide analysis of key developments as well as local, national and international “best practices” in the area of “Access to Justice” (A2J).
  • Ensure good working relationships with key stakeholders, including the effective management of relations with state and non-state partner organizations.
  • Provide technical input to the development of annual work plans and budgets of DGF and its partners.
  • Review and provide comments to narrative and financial reports received from partners.
  • Provide capacity development support to partners.
  • Responsible for reporting on the indicators, milestones and targets of the A2J-sub-component as specified in the DGF Log Frame.
  • Summarizing results, challenges faced and “lessons learned” in the sub-component.
  • Provide “case stories” and other information designed for communication to wider audiences.
  • Ensure compliance with the “Business Procedures” of the DGF.
  • Undertake any other assignments as delegated by the Component Manager.
Qualifications, Skills & Experience:
  • A Masters Degree in Law and/or another relevant subject from a recognized university.
    Additional qualifications in project and program management & administration, including the management of partner relations, would be a distinct advantage.
  • A solid in-depth understanding of challenges facing A2J in Uganda as well as recent developments with regard to justice sector management and legal aid.
