About
Chemonics:

Chemonics International, a
Washington DC based international consulting firm, seeks to hire a qualified
candidate for a full-time Finance Manager position for the Uganda Civil Society
Fund Technical Management Agent (CSF TMA) project. The purpose of the CSF is to
bring together multiple donor funds and disperse grants to civil society
organizations (CSOs) that are fully aligned with national plans to respond to
HIV/AIDS. Currently USAID, DFID, Irish Aid, DANIDA, Italian Cooperation and
SIDA have made contributions to the Fund. Chemonics seeks individuals who have
a passion for making a difference in the lives of people around the world. This
position is based in Kampala, Uganda and requires relevant work experience and
appropriate educational background, as outlined.

Key
Duties & Responsibilities:

  • The
    main responsibilities are to oversee processing of all project financial
    transactions through establishing proper accounting systems and
    procedures, and assisting staff in following and adhering to procedures so
    as to ensure compliance with USAID regulations. This includes the
    establishment of operating systems for obtaining, spending, controlling,
    and accounting for contract funds.
  • Responsible
    for processing all project financial transactions and submission of
    monthly transactions to Home Office
  • Prepare
    monthly wire transfer request (WTR) and send to Home Office for processing
    at the beginning of every month.
  • Prepare
    monthly payroll, post employees’ salaries and ensure timely statutory
    deduction, posting and remittance to relevant authorities
  • Provide
    pay slips for employees at the end of every month
  • Maintain
    complete documentation of all financial transactions to ensure clean audit
  • Ensure
    prompt and accurate postings of financial records in Abacus
  • Analyze
    VAT payments and prepare schedules for submission to USAID
  • Serve
    as a bank agent for project bank related transactions including accessing
    statements, withdrawals etc.
  • Maintain
    appropriate bank balances and perform monthly bank reconciliation at the
    end of every month (Dollar and Shilling) with the Abacus cash book.
  • Reconcile
    accounts receivable and payable each month to ensure that the balance is
    current and submit a report to Home Office on the status of project
    accounts receivable and payables at the end of each month’ as well as an
    itemized list of outstanding receivables or payables.
  • Manage
    and replenish petty cash
  • Track
    all payments and provide a weekly status report capturing outstanding,
    honored payments etc.

Qualifications,
Skills & Experience:

The proposed candidate must
have:-

  • Bachelor
    of Commerce (Acc) or Bachelor of Business Administration (Acc)
  • Professional
    qualification of CPA, ACCA or an equivalent
  • Minimum
    of five years’ work experience as an Accountant on complex international
    donor funded projects
  • Computer
    literacy, including an ability to create and utilize spreadsheets
  • Knowledge
    of accounting software required
  • Ability
    to solve problems creatively, multitask, work under tight deadlines, and
    learn new concepts quickly.
  • Attention
    to detail, including creating documents for conformity to identified
    standards
  • Ability
    to communicate effectively in English.
