Organisational Background:
The Baylor College of Medicine Children’s Foundation – Uganda (Baylor -Uganda) Headquartered at Mulago Hospital, is a comprehensive HIV/AIDS care and treatment organization that supports the treatment and care of HIV infected and affected Children and Adults. Baylor – Uganda has four operational areas; HIV/AIDS care, treatment and prevention services, maternal child health services, Health Professional training and Clinical Research.
Baylor-Uganda is in receipt of PEPFAR grant through CDC, and is looking for knowledgeable, enthusiastic and compassionate individuals to become part of its team in Rwenzori region, and West Nile and Eastern region.

Job Summary: The incumbent will develop and monitor the implementation of systems, policies and procedures for aligning the various project objectives to health services from the district level to health facility and community level in the region in line with Baylor Uganda’s mission.

Key Duties & Responsibilities:
·         Develop and monitor the implementation of annual and quarterly consolidated work plans, procurement plans and budgets for Region as well as phasing in and phasing out the projects/programs in line with various program objectives and Baylor-Uganda financial guidelines
·         Review and Monitor sub-granting process to the district and follow-up accountability of the grants in liaison with grants officer and program coordinators and as well as approve recommendations in line with Baylor grants policy
·         Review and monitor the implementation of a 5 year Regional operation strategy based on holistic strategic thinking’ for the sustainability or continuity of all Baylor supported programs in line with Baylor-Uganda objectives.
·         Develop and monitor the implementation of the capacity building program based on clear identified needs i.e. training, mentorship, and support supervision programs as well as retooling plan (materials, working tools & space) which includes refurbishment of appropriate infrastructures as per the various program objectives
·         Develop and maintain a competent & motivated “team of Regional leaders” through implementing HR support activities in line with the Human resources manual.
·         Develop strategies to Strengthen civil society advocacy and campaigns to increase demand for services, community engagement in line with various program objectives and the MoH related guidelines.
·         Develop and maintain strategic partnerships and networks with district key stakeholders and other partner organizations involved in programs and advocate for a comprehensive, relevant and harmonized interventions in the region in line with various program objectives.
·         Develop and implement strategies for conducting periodic program review/lesson leamt meetings based on the set and agreed upon periodic targets for various programs as well as periodic Ql and M&E Program reports, then write and submit periodic reports to the supervisor and other key stakeholders in line with various program objectives and MOH program targets..
·         Develop and monitor the implementation of strategy for strengthening the referral system from village level using VHTs/ community stake holders to various levels of health facilities as well as the Regional Referral Hospital in line with MoH referral structure.
·         Develop fundable proposals in collaboration with other Baylor-Uganda members and other key stakeholders for the sustainability or continuity of various programs in region in line with Baylor Uganda strategic objectives.
·         Identify research opportunities and monitor the conducting of research and presentation of findings based on documented related lessons learnt plus experiences in conferences, journals and other medical related literature as in line with Baylor Uganda research guidelines

Qualifications, Skills & Experience:
The job holder should have;
·         A Masters in Pediatrics or Public health and must be registered with the relevant professional body.
·         At least (5) years of experience in managing Health programs/projects with a reputable international NGO, and direct experience with local governance and donor representatives Experience in HIV/AIDS and ART is an added advantage.
·         Have ever written research abstracts and manuscripts and even presented in conferences or published.
·         Skills in resource mobilization most especially writing proposals
·         Have Key personal competence in Team, networking and communication skills, Must be dynamic, Persuasive convincing, self- motivated and able to demonstrate high initiative
·         Must be willing to spend 50 % of his/her time in West Nile and 50 % in Eastern region.
