Position Grade: SG 4
Job Summary:  The holder of this position will be responsible for the management of institutional, policy, and technical studies carried out in the Directorate of Planning. The performance of the post holder is reflected in the effective and timely execution of studies in the Planning Directorate offering best  value for money.  
Working Relationships:  Supervises subordinate staff as allocated. Liaises on a daily basis with the Project Engineers in the Operations and Projects Directorate.
Key Duties & Responsibilities:
·         Prepares scope statements for engineering, institutional and other studies;
·         Prepares terms of references, expressions of interest, requests for proposals, etc for studies;
·         Procures technical services following PPDA and Development Partner procedures
·         Reviews technical report submissions by service providers;
·         Provides technical regular reviews of technical specifications for development projects and maintenance performance standards to ensure value for money;
·         Analyses historic unit costs and identifies causes of any peculiar trends;
·         Review, Prepares standard designs and specifications for roads, bridges and other structures having regard to construction and maintenance requirements and whole life costs;
·         Participates in the evaluation of causes and mode of failure of roads pavements and structures;
·         Custodian of all technical manuals and specifications in the Authority;
·         Manages technical studies implemented by the Directorate of
·         Planning;
·         Prepares regular and ad hoc reports for the Director of Planning as required; 
·         Performs such other related duties as may be assigned by the Manager, Technical Services from time to time.
Qualifications, Skills and Experience:
·         The post holder must have a degree in civil engineering or its equivalent.
·         Registration with a recognized engineering institution would be an added advantage. Likewise a post graduate qualification related to high way engineering would be an added advantage.
·          At least five years road sector experience is required including preparation, feasibility, design and implementation of road development and maintenance projects.   .
