Job Title: Supply Chain Management Specialist
Reporting to the Director of Health Systems Strengthening, the successful will be a member of the health systems strengthening team, serve as the project’s expert on Commodities Supply Chain Systems management for the NU-HITES program. S/he will provide technical and strategic support in strengthening district-based supply chain systems to ensure improved availability of essential medicines and other health commodities in the health facilities in Northern Uganda S/he will have frequent travels to districts throughout Region.

Job Summary: The Supply Chain Management Specialist for the Northern Uganda Health Integration to Enhance Services (NU-HITES) program reports to the Director Health Systems Strengthening. S/he will work closely with the Sub-regional project staff; District logistics teams, the National Medical Stores, the Joint Medical Stores, relevant USG funded partners, and the Pharmacy Division of the Ministry of Health to provide continued technical assistance in ensuring efficiency in commodities and supply chain management systems. This technical assistance is especially aimed at achieving efficiency and effectiveness of the Logistics Management Information Systems (LMIS), including improved reporting and data quality and use.

Key Duties &Responsibilities:
·         Participate in capacity needs assessments for both facility and district based teams; and designing of appropriate training packages.
·         Take lead in capacity building of district-based technical teams in commodities supply chain management to ensure effective and efficient quantification, forecasting and management of medical supplies
·         Take lead in transitioning the vertical supply and reporting systems into integrated National pharmaceutical management and LMIS systems.
·         Provides technical support to the sub-regional project staff and district teams during the development and implementation of annual work-plans.
·         Represent NU-HITES in relevant technical working groups in the project supported districts and at national level.
·         Take lead in periodic quality audits for technical teams at health facilities and districts stores.
·         Take lead consolidating and submitting periodic performance reports as required by the NU-HITES program and the Ministry of Health.
·         Work closely with relevant key partners, Ministry of Health and Districts to ensure that vertical programs’ commodity pipelines are analyzed and monitored at all levels of the supply system.
·         Build Capacity of NU-HITES partners in documentation and reporting for commodity utilization
·         Work closely with key national programs such as Reproductive Health Division, NTLP, ACP, Malaria Control Program and CPHL programs to ensure correct item selection, management of regimen switch systems, preparation, program pipeline monitoring of Procurement and Supply Chain Management (PSCM) plans.
Qualifications, Skills & Experience:
·         A degree in pharmacy. Post-graduate training in Supply Chain Management, Health Systems Management, public health or M&E is an added advantage.
·         5 years of hands-on experience in pharmaceutical supply chain systems management. Previous experience with USAID supported programs is an added advantage.
·         Comprehensive knowledge about National Pharmaceutical Supply Chain guidelines and the Logistics Management Information Systems (LMIS)
·         Comprehensive understanding of Uganda’s public health system and especially the Northern Uganda context.
·         Practical experience in working with Local Government (district) health systems.
·         Experience in capacity building for district and health facility teams in pharmaceutical supply chain management.
·         Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
·         Demonstrated strong organizational, administrative, communications and reporting skills.
·         Strong teamwork and team-building skills.
·         Experience in conducting needs assessments, developing training curricula, materials and delivering training to programs preferred.
·         Strong English skills required, including ability to write lucid technical reports and documents.
·         Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point.
·         Willingness to be flexible and adapt to changing priorities and shifting deadlines.
·         Ability to work in a multidisciplinary team and in multicultural settings.
·         Ability to work under pressure and under minimal supervision.
