About UVRI:
The Uganda Virus Research Institute (UVRI) has signed an MoU with the U.S Centers for Disease Control (CDC) to strengthen Institute capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under the President’s Emergency Plan for AIDS Relief. Under this cooperation, UVRI intends to recruit the following personnel on a one year contract to be renewed depending on the availability of funds. The position is based at Entebbe.
Job Summary: The main purpose of this position is to carry out complete voucher preparation and examining of administrative and financial vouchers ranging from vendor invoices to completed travel advance accountability. The incumbent is responsible for entire official staff travel processing as well as for the processing of vendor payment, preparation of funds transfer letters for approval and preparing monthly pay roll and submitting to supervisor for review and approval. The incumbent will also manage the filing and storage system of finance related documents
Key Duties & Responsibilities:
·         Prepares travel requests for official staff travel and computes travel advances.
·         Compiles all travel vouchers for staff to ensure proper accountability of funds ready for certification and approval
·         Maintains accounts receivable for all official travellers.
·         Prepares and issues Accounts Receivable demand notes to staff and ensures that receivables from staff are promptly recovered, recorded and reconciled
·         Reviews financial invoices from a variety of sources to ensure proper authorizations and conformance with original purchase orders/requests and contracts.
·         Obtains signatures of receiving and approving officers as required and checks all computations on invoices and supporting documentation for accuracy before submitting for final payment authorization.
·         Prepares and types vouchers for payment including accounts code allocation and proper description
·         of purpose of payment ensuring all necessary and required supporting documentation is available for verification.
·         Review finished routine vouchers to ensure completeness and accuracy of presentation, and compliance with grants cost principles.
·         Keeps an update of all vouchers processed for payment and a clear status report.
·         Responds to vendors queries regarding payment-related questions.
·         Maintains a complete filing system of all payments made and corresponding supporting documents.
·         Serves as an alternate petty cashier.
Required Knowledge:
·         HHS grants policy statement
·         GoU procurement regulations
·         Other accounting and cash management best practice
Required Experience:
·         At least two years of progressively responsible experience of NGO accounting or auditing is required.
·         Experience in automated accounting and procurement management systems in an NGO setting
·         Experience in GoU travel regulations.
Academic Qualifications:
·         Bachelor’s degree in Accounting, Business Administration, and professional qualification finalist of CPA (U), ACCA, CIMA
·         Skills and attitude required:
·         Knowledgeable procurement and petty cash management procedures
·         Ability to work in a team setting
·         Good oral and written communication skills
