Plan International Inc. in Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to continue providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. Under the NU-HITES project, Plan Uganda would like to recruit competent candidates:
Job Summary: This position reports to the Director of Health Service Delivery and the successful candidate will be a member of the Health Service Delivery team and will specifically be responsible for providing technical leadership in identifying technical capacity needs and designing and implementation of capacity building programs for project staff, district health teams and community health support teams.. It is a full-time position based at the main Nu-HITES project office in Gulu for a five-year term, with frequent travel to districts throughout the Northern Region of Uganda.
Key Duties and Responsibilities:-
·         Member of the Health Service Delivery Team of the NU-HITES project reporting to the Director Of Health Service Delivery.
·         Supports the Director of Health Service Delivery in planning, implementation and monitoring of capacity-building (training) activities for NU-HITES project staff, district health teams (includes health-facility staff) and community-based resource teams to ensure efficient planning and delivery of quality integrated health services.
·         Supports the Director of Health Services to ensure effective delivery of the project in compliance with USAID rules and regulations
·         Plan policies and procedures as well as the national and other relevant international policies and guidelines.
Key Results Areas:
·         Provide leadership in conducting training needs assessments for project staff and district based teams (both at facility and community level) relevant to effective delivery of project services.
·         Take lead in designing appropriate training packages responsive to the capacity needs of the target groups and in collaboration with MoH and other relevant stakeholders.
·         Take lead in Planning, implementation and monitoring of technical capacity building (training) activities for project staff, district health teams, facility-based staff, staff of partner CSOs and Community resource teams
·         In close collaboration with MoH, shall take lead in planning and coordinating the regular on-site technical mentorship and CME programs to ensure continuous capacity building for health service providers and continuous quality improvement in health service delivery.
·         Plan, coordinate and monitor post-training supervisions and follow-up and document impact of training and transfer of knowledge and skills.
·         Participate in review and development of training guidelines and materials in line with specific training needs of target groups and national curricula.
·         Coordinate production of relevant training materials (including electronic materials) in compliance with national guidelines and in conformity to donor branding requirements.
·         Participate in annual work-plan development for the NU-HITES project.
·         Contributes to NU-HITES periodic reports by consolidating reports in the area of training/technical capacity building activities at project level.
·         Participates in periodic NU-HITES project review meetings with project stakeholders.
·         Ensure that Plan’s child protection policy and guidelines are adhered to through out project implementation.
Qualifications, Skills, and Experience:
Knowledge:
·         A degree in a health related field, education, social science or social work and a master’s degree in Public Health or other clinical disciplines.
·         Additional training in health-related Training of Trainers (ToT)
·         Hands-on experience working in integrated health programs both at facility and community level
·         Experience of working in post-conflict settings.
·         5 years of hands-on experience in planning, implementing and monitoring of in-service technical capacity building programs for health teams (including community health resource teams).
·         Practical experience in working with district and community health systems including Village Health Teams (VHT) and other health peer support networks.
·         Sound understanding of current policy developments related to in-service capacity building packages in the field of HIV/AIDS, Maternal and Child Health, Nutrition and Reproductive Health.
·         Willingness to work in Northern Uganda and travel 60% of the time in field.
·         Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power Point.
Skills:
·         Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power Point.
·         Strong skills in teamwork and networking.
·         Good communication skills (written and oral).
·         Excellent skills in documentation and report writing
·         Excellent negotiation and influencing skills in multi-cultural contexts
