Job Summary: The Voice and Accountability (V & A)component aims to empower citizens at national and sub-national levels to articulate and voice concerns, demand improved public services, monitor basic service delivery, influence the allocation of resources, and promote more transparent and eective accountability structures.

Background:  A number of International Development Partners in Uganda have established a joint Democratic Governance Facility (DGF) to manage a coherent, harmonized and coordinated multi -donor support. It is based upon three components: Deepening Democracy, Rights, Justice and Peace, and Voice & Accountability.
Key Duties & Responsibilities:
·         Provide context analysis in particular relating to the evolving situation in Northern Uganda
·         Manage DGF-relations with current and prospective state and non-state partners
·         Play a lead role in the planning and implementation of DGF’s strategy for strengthening community monitoring and downward accountability in relation to PRDP 2.
·         Provide up-to-date information and insights for DGF management on the progress of PRDP 2 and on the prevailing governance environment in Northern Uganda. 
·         Undertake regular field visits to Northern Uganda to meet with partners and assess the progress of DGF supported interventions.
·         Understand and promote best practice in bottom-up accountability within DGF and amongst its various partners and stakeholders.
·         Provide input to the development and supervision of annual work plans and budgets, and the on-going monitoring and evaluation of the component.
·         Establish and participate in relevant (cross cutting) working groups.
·         Develop and oversee, where required, funding application processes or calls for proposals.
·         Help to identify technical advisors and plan technical assistance to partners
·         Review quarterly narrative and financial reports received from partners.
·         Ensure compliance with all technical, administrative and financial manuals of the DGF.
·         Undertaking any other assignments as delegated by the Component Manager

Academic and Professional Requirements:
·         A Masters degree in a subject relevant to the position from a recognized University.
·         Additional qualification in project management & administration, public policy, economics, development studies and political science are an advantage.

Other Competencies and experience
·         Good knowledge of current development challenges and political developments in Uganda.
·         At least five years of program management experience, preferably related to civil society support, local government development, community monitoring and social accountability
·         Knowledge of, and familiarity with, development processes in Northern Uganda, most  especially PRDP.
