Job Objective: Social Impact is responding to the need for a five-year contract focused on the Monitoring, Evaluating and Learning program in Uganda. This program is central to USAID/Uganda’s broader organizational learning and development policy effort called Collaborating, Learning, and Adapting (CLA), that is intended to create the conditions to enable USAID/Uganda to become a more adaptive, modern and effective development enterprise. This five-year program will help to achieve that goal by broadly strengthening USAID/Uganda’s monitoring and evaluation (M&E) capacities; improving USAID’s staff and organizational practices and aptitudes for learning and adaptation; coordination and, collaboration within the Mission and with other key stakeholders. Stakeholders include working with Mission staff, USAID implementing partners, selected Government of Uganda representatives, and other development partners in Uganda, as well as USAID/Washington stakeholders.
Duties & Responsibilities:
The Chief of Party will be responsible for the following:
  • Represent the Contractor in all matters pertaining to the execution of the Statement of Work/Objectives, with the exception of Statement of Work/Objectives amendments.
  • Serve as the Contractor Representative in Uganda for the purposes of this Statement of Work/Objectives, and will be responsible for the activities of all long and short-term personnel.
  • The Chief of Party shall receive technical direction from the USAID/Uganda Contracting Officer’s Representative (COR) or in the absence of the COR from the Mission’s designated officer.
  • Meet with USAID on a regular basis and represent the project before USAID/Uganda, Government of  Uganda, implementing partners and other stakeholders
  • Establish and maintain relationships with key stakeholders, including government officials, NGOs and community groups for smooth implementation 
  • Mentor, support and supervise project staff and directly manage the key technical team
  • Facilitate the development of annual project work plans and budgets and ensure the timely submission and quality of all project reports, materials, and publications, compliant with the contract agreement
  • Ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently
Qualifications, Skills & Experience:
  • A Master’s degree or higher in international development or related field, preferably with a focus on monitoring and evaluation, organizational development or related foci;
  • At least 10 years of progressively responsible experience managing programs of similar size and scope in developing countries, ideally with a monitoring and evaluation focus;
  • At least 10 years of experience working with USAID, preferably with evaluation projects or assessments;
  • Previous experience as a Chief of Party on other USAID projects, ideally with an M&E focus;
  • Demonstrated experience to manage complex, multi-year, cross-sectoral development programs, preferably in Uganda or East Africa  
  • Must have appropriately related work experience in developing countries, addressing organizational development needs in complex environments;
  • Prior work experience in Uganda preferred;
  • Strong communication, writing and interpersonal skills are required
