Procurement Officer Job Opportunity at Ministry of Energy & Mineral Development

Introduction: Government of Uganda through the Ministry of Energy & Mineral Development requires the services of qualified and experienced persons for the posts indicated below to work at the Petroleum Exploration & Production Department (PEPD), Entebbe. These persons will report to the Commissioner, Petroleum Exploration & Production Department.
Objective of the Assignment: The Procurement Officer will take forward the procurement aspects in the department such as the procure­ment and implementation of goods and service contracts for the department, coordinate and manage the sourcing and procurement activities of a growing upstream oil and gas sector through benchmarking, contracting excellence, market intelligence and supplier management.
Duties and Responsibilities:
To ensure smooth and lawful process of procurement and disposal for the department and provide hands- on to ensure that efficient and effective procurement and disposal is achieved.
Key functions include;
  1. Prepare bid documents and invitations to tender for the department’s procurement and disposal requirements.
  2. Prepare reports for Contracts Committee and other relevant institutions/stakeholders
  3. Prepare procurement plans and ensure that they are in line with the Department’s work plans and budget.
  4. Participate in reviewing the procurements undertaken by oil companies in accordance with Production Sharing Agreements.
  5. Prepare contract documents for all procurements of the Department and ensure efficiency in contract management.
  6. Prepare and review purchase orders and contracts.
  7. Offer technical support to the department and the Ministry Contract Committee.
  8. Monitor the implementation of contracts and provide regular feedback to departments’ user units.
  9. Organize Tender/ Bid closing and opening, pre-bid meetings and procurement departmental meetings.
  10. Compile, develop and maintain accurate procurement data.
  11. Contribute to the approval process for procurement guidelines and procedures for oil companies that are operating in the sector.
  12. Ensure that the central Contract Register is maintained, together with master contracts.
  13. Perform any other duties assigned by the Management.
Qualifications, Skills & Experience
·         Honors Degree in Procurement and Logistic Management or Procurement and Supply Chain Management or Engineering or Earth Sciences from a recognized institution of higher learning.
·         Possession of Membership in Chartered Institutes for Professional Procurement Practitioners.
·         Master’s Degree in the above fields from a recognized institution of higher learning will be an added advantage.
·         Up to 2 years of relevant and continuous procurement experience in a relatively large organization.
·         Demonstrated understanding of the public procurement laws of Uganda.
Age: 25-40 years.
Duration of the Assignments: Two years contract (with 6 months’ probation period), renewable upon satisfactory performance.
