Job Description: JSI has received funding from the United States Agency for International Development to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in the Southwest of Uganda with a focus on strengthening the treatment and preventive nutrition services in facilities, and overseeing the implementation of specific tasks that strengthen food fortification efforts nationally.
Job Summary: JSI is in search of a Finance & Administration Manager to be responsible for the day-to-day financial and management operations of the field office. He/She will be “responsible for establishing and maintaining financial and administrative management and internal controls of the Uganda field office, and coordinate closely with the SPRING/Washington, DC office (Headquarters-HQ). He/She will also oversee human resource management.
Job Location: Mbarara, Uganda.
Reporting Relationship: The Finance & Administration Manager reports to the Country Manager based in Mbarara, Uganda.
Major Duties and Responsibilities:
Management
  • Support and assist the Country Manager with regular program management and operations management for efficient functioning of the office.
  • Provide guidance and support to technical staff on processes and procedures in designing and implementing activities.
  • Ensure that all SPRING activities are implemented in accordance with USAID financial procedures and JSI policy. Notify the Country Manager and/or HQ of any discrepancies.
  • Report regularly to the Country Manager, and identify problems and issues for resolution in a timely manner.
  • Supervise finance and administrative staff.
Financial/Budget
  • Create, implement and monitor internal controls for accuracy, completeness and timeliness of accounting records and reports.
  • Monitor budget spending and conduct financial analysis related to project expenditures, financial obligations, and other financial activity.
  • Track and monitor payments to staff and vendors using QuickBooks voucher system; submit monthly field accounts to HQ; and reconcile bank statement on a monthly basis.
  • Prepare monthly cash flow report for HQ.
  • Coordinate per diem payments and reconcile advances issued to staff and to various partners (as applicable).
  • Track and update projections in the Budget Tracking Sheet.
  • Manage petty cash account.
  • Develop country budgets in accordance with HQ guidance, and lead budget development process in-country.
  • Prepare financial reports for USAID (for review by HQ prior to submission) and as part of deliverables for USAID.
  • Manage and process monthly payroll and collection of timesheets.
  • Manage the relationship with vendors and bank representatives.
  • Assist project team in organizing meetings. event§, workshops, trainings, and preparing presentations,
  • Oversee office procurement and maintenance of equipment; manage project inventory list in accordance with USAID regulations, cooperative agreement requirements and JSI policy.
  • Ensure office equipment maintenance and repair, liaising with maintenance contractors for office equipment, including photocopying, computers and telephone.
  • Review and approve Purchase Requests and Purchase Orders within the established limits per Operations Manual. Ensure that all Supporting documentation is in order before they are approved.
  • Issue and monitor the supply and usage of office stationery and supplies.
  • Ensure that arrangements for staff travel including hotel reservations, purchasing of tickets, drop-off and pick-up at the airport and all other associated matters are made in accordance with JSI policies and procedures.
  • Coordinate daily vehicle usage by all SPRING staff; review log weekly. Discuss discrepancies with driver and report to Country Manager if any problems.
  • Undertake other duties as assigned.
Human Resource
  • Manage human resources requirements of SPRING office, including maintaining complete and updated personnel files.
  • Ensure performance assessments are conducted for every staff member and consultant, and reports filed as required.
  • Organize and participate in recruitment of staff, their orientation and on-job support.
  • Be familiar with and ensure all staff are conversant with JSI staff policies.
  • Be official link with human resources departments of partners seconding staff to SPRING/Uganda and seek for effective support to these staff members.
  • Assist and provide guidance in expatriate personnel issues.
Qualifications:
  • An advanced university degree in Business Studies (Finance or Accounting option) or Professional Qualifications such as ACCA, CPA, etc.
  • At least eight years work experience in financial management. Experience in accounting/audit of international donors program funds.
  • Familiarity with USAID regulations and procedures essential.
  • Recent training in USAID rules and regulations an asset.
  • Financial/auditing background.
  • Excellent English written and oral communication skills,
  • Computer literate; proficient with Excel and Quick Books.
  • Demonstrated excellent interpersonal, managerial and organizational skills.
  • Detail-oriented.
  • Strong skills in teamwork.
  • Proven high level of integrity (references will be helpful).
  • Ability to work on own initiative/proactive attitude.
