Director of Programmes at Africa 2000 Network – Uganda

Africa 2000 Network -Uganda (A2N-Uganda) is a National Non-Government Organization – NGO that has been operating in Uganda since 1990 working with small holder farmers to alleviate poverty. The organization, espouses integrity, openness, equality, equity, unity, peace and harmony in its operations and carries out interventions to transform smallholder households peasantry farming into modern market-oriented farming using sustainable agriculture techniques, the value chain approach and participatory approaches.  The organization is seeking a Senior Management staff, who is mature, highly responsible, credible, trustworthy, self-motivated and innovative for a position based in Kampala to serve as:-
Director of Programmes 
Reporting to the Executive Director
Substantive Head of Programmes
This is a position that requires a committed, versatile and innovative team player to undertake among other things, Programming, Staff supervision, resource mobilization/Fundraising, Monitoring, Evaluation and Reporting.
Specific Tasks and Areas Of Responsibility
  • Provide technical guidance to the field team leaders in planning, budgeting, monitoring, evaluation and reporting periodically and motivate them to deliver
  • Review progress reports, budgets and work plans from the regional offices, integrate and/or consolidate them and ensure their timely submission to all
  • Receive and review M&E reports from the regional offices and put the information together in management and impact reports to be shared internally and with other stakeholders.
  • Travel widely in the operational areas to undertake quality and value for money assurance of regional projects.
  • Monitor, evaluate and assess services delivery and staff performance periodically and recommend to management strategic measures to address the identified capacity needs of staff and effective services delivery requirements.
  • Develop technical and organizational manuals, handbooks and other publications and guide staff (in Regional and Head Offices) on their utilization and/or implementation.
  • Represent A2N-Uganda in assigned partner networks and stakeholders’ meetings, workshops and other fora whenever required.
  • Explore funding and other opportunities and engage in resource mobilization, fundraising initiatives and project proposals development for the organization at all levels (National and Regional).
  • Nurture lasting partnerships with donors, beneficiaries, central and local governments and other development actors and spearhead advocacy initiatives for A2N-Uganda and/or with other partners.
  • Develop materials for A2N-Uganda promotion, visibility and public relations.
  • Any other tasks as shall be assigned by the Executive Director.
Qualifications, Skills & Experience:
  • A Masters Degree in any of the fields related to his/her first degree in either, Agriculture, Agri-business, Rural Economy (B.A. Econ), Business Administration (B.B.A.), Social Sciences (S.S.), Social work and Social Administration (S.W.S.A.), Development Studies, and/or any Agricultural and Natural Resource Sciences.
  • Experience in public and donor funded development projects management and accounting.
  • At least seven (7) years experience in NGO sector or related field in senior management position.
  • Age bracket 35 – 45 years
  • Post-graduate qualification in Programming, Rural Development, Project planning and management, or ICSA will be an added advantage.
  • Must be an individual who is goal oriented and driven individually, who thrives on taking on responsibility and achieving results both independently and as a team player.
  • Excellent reporting, communication and presentation skills. Knowledge of the relevant computer packages shall be an advantage.
  • Ability to work under pressure with the minimum supervision yet ensuring accuracy of high quality of output conforming to internal and external deadlines.
  • Proven management and leadership skills with ability to lead and ensure production of results
  • Sound and objective judgment and ability to plan and organize own work and others efficiently.
  • Adequate understanding of the civil society sector in Uganda and how they work
  • Good listener, outgoing personality, friendly, open with high degree of integrity and self motivation.
  • Proven in-depth understanding of programming, project cycle management, strategic planning, advocacy, monitoring and evaluation.
  • Excellent analytical, planning and organizational skills
  • Work under pressure and deliver quality results
  • Fundraising skills and experience in negotiating funding for medium and large scale projects
  • Excellent interpersonal, communication, writing and presentation skills (using modern IT applications)
  • Excellent report and proposal writing skills.
  • Ability to pay attention to details and meet strict deadlines.
  • Sound computer knowledge in word and excel spread sheet.
  • Ability to coach, mentor and pass on skills to others
  • Capacity to travel extensively within the country
  • Good Photography, video and other audio visual operation skills (An added advantage).
