The International Fertilizer Development Center (IFDC) is a public international organization (PIO) governed by an international board of directors with representation from developed and developing nations. The non-profit center focuses on increasing and sustaining food and agricultural productivity in developing countries through the development and transfer of effective and environmentally sound crop nutrient technology and agribusiness expertise. IFDC is recruiting staff for the 4-year CATALIST-Uganda Project, funded by DGIS through the Embassy of the Kingdom of the Netherlands, Kampala.
The Monitoring and Evaluation (M&E) / Innovations Coordinator will serve two functions in the project. In his/her M&E capacity, s/he will monitor and evaluate progress on achieving project outcomes vs. targets, to the end of enabling management, donors and partners to make vital adjustments to maximize project effectiveness. In the capacity of Innovations Coordinator, s/he will be responsible for implementation of innovation grants from award to utilization and closing/evaluation. Innovation grants are designed to engage project partners in finding solutions to strategic issues, or exploring opportunities in increasing productivity and input and output markets. Innovation grants are developed to address a range technical, commercial or institutional issues. Examples include farmer groups, NGOs or national and/or international research institutes testing new varieties of crops, different commercially oriented cropping systems, or new fertilizer blends; dealer networks fine-tuning packaging technologies; banks and farmers developing new financial products for low-income farmers; and and farmers’ organizations and supermarkets testing branding and marketing strategies. The M&E/Innovations coordinator will be assisted by project technical staff in grants preparation; his/her main role is in overseeing award implementation.
Required Skills
·         Design data collection and survey tools based on project needs and conduct pre-tests and adjustments for uniform comprehension
·         Receive, inspect, screen/filter and handle questionnaires
·         Oversee data entry into database or data file
·         Maintain data storage and data quality
·         Conduct data analysis, including creation of GPS maps
·         Support development of work plans and annual reports
·         Contribute to planning phases of baseline, program, and impact evaluation studies, including drafting of TORs
·         Contribute to workshops to train enumerators
·         Support survey exercises by providing guidance and solutions
·         Handle survey logistics
·         Assure quality of trainings and other activities delivered by local partners and compose reports of observations and recommended action
Required Experience
·         Degree in Development Studies, Agricultural Economics, Business/Public Administration or other related fields.
·         Minimum Bachelor’s Degree; Master’s preferred, preferably in Agricultural Economics, Statistics, Environmental Science, Development Studies or similar fields
·         Minimum 4 years relevant experience for Bachelors or two years for Master’s degree; M&E in agriculture-related application
·         Proven experience in use of gender- and youth-related monitoring tools
·         Experience with the implementation of real time data collection methodologies employing mobile phone apps and PDA’s and advantage.
·         Extensive experience in survey design and data collection (key stakeholder interviews, focus groups, surveys, and secondary data analysis techniques), data management, and data analysis skills, particularly experience with MS Access, SPSS or STATA
·         Excellent verbal and written communication skills in English, including the ability to present materials in meetings, at conferences and to write project documents (including evaluation design plans, results frameworks, data collection and data analysis plans, and progress reports)
·         Ability to work well a multi-disciplinary team, good interpersonal skills, is attentive to detail
·         Willingness to travel extensively in Uganda
