Component Manager – Socioeconomic Livelihoods Job Vacancy at CARE International in Uganda

Under the direct supervision of the Deputy Programme Manager – NUWEP, the Component Manager – Socioeconomic Livelihoods will be responsible for the Telethon and Thune Foundation funded NUWYLEI component and provide leadership expertise on the development and implementation of NUWEP’s socio-economic livelihoods Domain of Change II – to enable women and girls affected by conflict gain the information, skills, support, access and opportunities to pursue and ensure resilient and sustainable livelihoods. The Component manager support programme strategy design and resource mobilization as needed. He/she will be responsible for the overall design and management of the livelihoods component, including follow up research, assessment, planning, implementation, monitoring and evaluation and report writing.
Duties & Responsibilities
1)      To provide strategic leadership in Program design and management of the livelihood component, provide; play a leading role in agricultural value chain development and provides technical input through designing and pilot studying of livelihood strategies in partnership
2)     Responsible for Resource mobilization through formulation of proposals, capacity building of both the technical program staff and strategic partners in areas like Gender focused PRA/PLA
3)     Manage and supervise People and performance management initiatives amongst staff through mentoring, coaching and ensure a motivated senior staff. Make regular field visits and provide technical assistance to partner organizations.
4)     Responsible for representation and managing relationships amongst CARE partners and stakeholders like national & district officials, UN agencies and other organizations dealing with social protection programs as they purse common the component goals and objectives in consultation with the Deputy program manager.
5)     Responsible for developing a monitoring and evaluation plan for Program Quality and learning so a s to carry out impact measurement plus the development of different tools for program development and implementation
Qualifications, Skills & Experience
·         Minimum of advanced University degree in development studies/ development economics plus post graduate qualification preferably in Agricultural Economics OR Micro- finance OR Natural Resource Management OR Community and Rural Development OR Social Policy and Planning is a “Must”
·         Minimum of 5 years progressively relevant experience in the design and implementation of livelihood projects with NGO.
·         Technical expertise in financial inclusion and access to financial services for the poor, including Village Savings and Loan (VSL) or small and medium enterprise development or micro-finance; skills and vocational education/training, food security including agricultural production, livestock and fisheries is required
·         Solid skills in research and analysis, project reporting and budget management are required
·         Field experience in sustainable rural livelihood projects using gender analysis community-based approach and methodology plus familiarity with focused PRA/PLA techniques
·         An understanding of the social culture and political context of Northern Uganda and its relation to gender, socio-economic and political empowerment of women in Northern Uganda is desirable
·         Strong communication, individual organizational, powerful analytical skills plus ability to display gender sensitivity and adaptability
·         Excellent teamwork skills and commitment to capacity development plus ability to set goals and ensure effective time management
